I know that it would be nonfunctional without the promoter site. And I think the regulator gene makes the repressor so without it I think transcription would still occur. And without the operator, the repressor could not bind to the operator and therefore could not stop transcription. So would the answer be B? or is it not necessary for transcription to occur for a operon to be functional? Thank you for your help!
