Many feel this means sending voice over the Internet. Actually this results in undependable voice quality because the Internet does not provide packet priority for voice. At times this works; at times it is fair; at times it is very bad.





If you mean true VoIP where voice packets are prioritized over data packets from end to end you will not see toll and international call charges change because somewhere along the line you are connected to the PSTN which has these charges. Some PSTN networks may charge less for use of a true VoIP feed from them but it is not likely to be substantial.





In light of this, I suggest the answer can be b or d above.
